Sitting within ED&I, Te Kāhui Tūhono was created to ensure we have the right people, positions, and processes in place to lead our Māori and Treaty Strategy whilst applying the principles of te Tiriti o Waitangi: partnership, participation, and protection.
Mō te tūnga | About the role
Te Arapiki is a Treaty capability development framework that all staff and leaders in Inland Revenue (IR) and the organisation itself can use to plan, develop and monitor progress and development against Māori Crown capabilities. It takes a stair-cased approach to building capability across the spectrum of competencies aligned to the Te Arawhiti cultural capabilities framework.
In your Delivery Lead role, you will help us develop Te Arapiki to build our Māori cultural capability across Inland Revenue. You will act as the "hub" for this work to deliver and implement this large-scale project across IR over the next 2-3 years.
You will also hold responsibilities including:
- Overall accountability for Te Arapiki Delivery and system alignment across IR, including delivering planned outcomes, outputs, and objectives to time, scope and budget.
- Champion and advocate for kaupapa Māori and Te Tiriti o Waitangi across IR and demonstrate this in your work and approach to work.
- Establish and manage project governance including establishing Steering Groups and reporting to senior level Governance.
- Support procurement activities including onboarding of a strategic partner through procurement, and ongoing contract management.
- Ensure timely delivery of outputs and activities in accordance with this implementation plan.
- Work with a Change Lead and Learning Experts to deliver overall implementation and learning successfully across IR.

You will be an integral part of a growing team. To be successful you must be highly motivated, a curious colleague, an adaptable team player and a proven Delivery Lead who uses initiative and strategic thought to link organisational objectives and actions.
You will also bring capabilities in:
- Leading, designing, and delivering kaupapa Māori, Tiriti o Waitangi led programmes.
- Navigating comfortably in and with Te Ao Māori, Tikanga Māori, and Te Reo Māori.
- Planning, project management and implementation of organisation wide initiatives with complex dependencies and risks. Ideally in Public Sector.
- Government procurement processes and demonstrate commercial acumen in working with third party providers.
- Delivering projects with a learning and development component, and in particular for Māori cultural capability would be a plus.
- Quickly building positive relationships and manage stakeholders with ease across People and workplace services (People Strategy and Capability), Te Kāhui Tūhono, business partners and business leadership teams.
- Strong influencing and communication skills with the ability to enable and support capability uplift.
- Consulting background would be beneficial.
